1. In a medium bowl, mix together the flour, baking powder, salt, pepper, and cumin.
2. Add the parsley, cilantro, garlic, and cuttlefish cubes, and mix to combine.
3. Add the water and olive oil, and mix until a thick batter forms.
4. Heat a large skillet over medium heat and add enough oil to lightly coat the bottom of the pan.
5. Using a spoon, drop spoonfuls of batter into the hot oil.
6. Fry until golden brown and cooked through, about 3-4 minutes per side.
7. Drain on paper towels and serve with lemon wedges. Enjoy!
