Begin by preparing the batter for the cod fillets. Mix the all-purpose flour, salt, pepper, garlic powder, paprika, and cayenne pepper in a shallow bowl.
Dip each cod fillet into the batter, and coat it thoroughly.
Heat the vegetable oil in a large skillet over medium-high heat.
Once the oil is hot, add the battered cod fillets and cook for 3-4 minutes per side or until the fish is golden brown and cooked through.
To make the tartar sauce, mix together the mayonnaise, sweet pickle relish, minced onion, lemon juice, Worcestershire sauce, and dill weed in a small bowl. Add salt and pepper to taste.
