Combine the catfish, mayonnaise, celery, onion, bell peppers, garlic powder, Old Bay seasoning, salt, and pepper in a large bowl. Mix the ingredients until they are evenly combined.
Add the bread crumbs and egg to the mixture and mix until the ingredients are well incorporated.
Form the mixture into small patties, about 3-4 inches in diameter.
Heat the vegetable oil in a large skillet over medium-high heat.
Place the patties in the skillet and cook for 3-4 minutes per side or until the cakes are golden brown and cooked through.
Remove the cakes from the skillet and serve warm.
