Begin by preheating the oven to 375 degrees.
Place the cod fillets in an oven-safe dish and season with salt and pepper.
Heat the olive oil in a large skillet over medium heat.
Add the onion and garlic and cook until the onion is softened and lightly browned, about 5 minutes.
Add the ginger, cumin, coriander, turmeric, garam masala, and cayenne pepper and cook for 1 minute, stirring constantly.
Pour the coconut milk, vegetable broth, and tomato paste and bring to a simmer. Simmer for 5 minutes, stirring occasionally.
Pour the sauce over the cod fillets and bake in the oven for 15 minutes.
Sprinkle with fresh cilantro and serve.
