To prepare Fried Mullet with Sweet and Sour Sauce, combine the flour, salt, pepper, garlic powder, onion powder, and paprika in a shallow bowl.
Dip the mullet fillets in the seasoned flour, coating both sides evenly.
Heat the vegetable oil in a large skillet over medium heat.
Once the oil is hot, add the mullet fillets and fry for 3-4 minutes per side until golden and cooked through.
While the fish is frying, prepare the sweet and sour sauce. Combine the vinegar, sugar, ketchup, soy sauce, ginger, garlic powder, and pepper in a small saucepan.
Bring to a low boil, stirring occasionally, and cook for 3-4 minutes or until the sauce has thickened.
