Heat the vegetable oil in a large skillet over medium-high heat.
Add the eel strips and cook for 3-4 minutes, stirring often.
Add the onion, bell pepper, carrots, mushrooms, and garlic and cook for 3-4 minutes, stirring often.
Add the soy sauce, sesame oil, honey, ginger, and red pepper flakes and stir to combine.
Cook for an additional 2-3 minutes, stirring often.
Remove from heat and stir in the green onions.
Serve with toasted sesame seeds, if desired.
